n. 5-6/2021 65 BIOENERGY by Matteo Monni - Vice President Itabia O n 10 June 2021, the associations Aiel, Ebs, Elettricità Fu- tura, Fiper and Itabia - which represent the forest-wood-en- ergy chain in Italy as well as in Europe - wrote a joint letter to Ministers Cingolani (Ecological Transition), Patuanelli (Agricultur- al, Food and Forestry Policies) and Giorgetti (Economic Develop- ment), regarding the revision and implementation of the REDII Di- rective. The five Associations expressed their con-cern about the lack of discussion with the relevant operators on the issue. The let- ter was also written in view of the Transport, Telecommunications and Energy Council of the next day (June 11). The signatories of the appeal argue that it is of primary importance to establish sustaina-bility criteria for the use of woody biomass for energy purposes, so that these properly guide the market.With this in mind, they ask to be involved in a participatory process of revi- sion and implementation of the Renewable Energy Directive REDII. Only through a constructive dialogue between political decision-mak- ers and stakeholders (operators, industries, research) will it be pos- sible to ensure that any revision of the su-stainability measures cur- rently proposed by the EU Climate and Environment Commission will actually improve the entire supply chain and respond to realis- tically applicable criteria with which to contribute to the decarbon- isation of the national energy system and thus the achievement of European energy and climate objectives. Therefore, all the associations have made themselves available to contribute to the ac-tions to combat climate change and support the protection of biodiversity that Europe is proposing as part of the Green Deal in the "Fit for 55" package (which defines 12 measu- res to achieve the objective of reducing greenhouse gas emissions by 55% by 2030). In order to achieve this result, according to the signatories, all vir- tuous renewable energy sources (RES), both programmable and non-programmable, must be involved and inte-grated, enhancing their complementarity and possible capacity for integration by con- si-dering - case by case - the different local cost-opportunity factors. From this perspective, bioenergy - the "renewable" energy charac- terised by supply chains closely linked to the local area - needs clear di Matteo Monni - Vice Presidente Itabia I l 10 giugno 2021 le associazioni Aiel, Ebs, Elettricità Fu- tura, Fiper e Itabia – che rappresentano la filiera foresta- legno-energia in Italia e anche in Europa – hanno scritto una lettera congiunta ai Ministri Cingolani (Transizione Eco- logica), Patuanelli (Politiche Agricole, Alimentari e Foresta- li) e Giorgetti (Sviluppo Economico), in merito alla revisione e attuazione della Direttiva REDII. Le cinque associazioni hanno espresso la loro preoccupazione per il mancato con- fronto con gli operatori di riferimento sul tema. La lettera è stata scritta anche in vista del Transport, telecommunica- tions and energy council del giorno successivo (11 giugno). Le associazioni firmatarie dell’appello sostengono che sia di primaria importanza stabilire criteri di sostenibilità per l’uso delle biomasse legnose a scopo energetico, in modo che questi indirizzino correttamente il mercato. In tale otti- ca chiedono di essere coinvolte in un processo partecipa- to di revisione e implementazione della Direttiva sulle ener- gie rinnovabili REDII. Solo attraverso un dialogo costruttivo tra il decisore politi- co e gli stakeholders (operatori, industrie, ricerca) sarà pos- sibile garantire che l’eventuale revisione delle misure di so- stenibilità, attualmente proposta dalla Commissione Clima e Ambiente EU, sia effettivamente migliorativa per l’intera filiera e risponda a criteri realisticamente applicabili con cui contribuire alla decarbonizzazione del sistema energetico nazionale e quindi il raggiungimento degli obiettivi energe- tici e climatici europei. Perciò, tutte le associazioni si sono messe a disposizione per dare il proprio contributo alle azioni di contrasto al cam- biamento climatico e di sostegno alla salvaguardia della biodiversità che l’Europa propone all’interno del Green Deal nel pacchetto “Fit for 55” (con cui si definiscono 12 misu- re atte a centrare l’obiettivo di ridurre le emissioni di gas- serra del 55% al 2030). Per ottenere questo risultato, secondo le firmatarie, vanno coinvolte e integrate tutte le fonti rinnovabili di energia (FER) virtuose, programmabili e non, valorizzandone la comple- mentarietà e la possibile capacità di integrazione tra loro considerando – caso per caso – i diversi fattori locali di co- sto-opportunità. In tale ottica la bioenergia – la “rinnovabi- le” caratterizzata da filiere strettamente legate al territorio – necessita a maggior regione di criteri di sostenibilità chia- ri, basati su evidenze scientifiche e concretamente realiz- zabili. Il Green Deal ha come obiettivo un’Europa climati- camente neutra entro il 2050; per raggiungere l’ambizioso traguardo il 2021 è considerato dalla Commissione Euro- pea l’anno del passaggio dalla strategia all’azione. Nel pro- cesso di decarbonizzazione del sistema energetico sarà es- senziale il contributo delle fonti rinnovabili, non solo per con- trastare il cambiamento climatico, ma anche per favorire po- sitive ricadute sull’ambiente, come ad esempio la biodi- versità.
