22 REPORTAGE AGRILEVANTE na la diffusione delle nuove tecnologie o, peggio ancora, vanifica gli investimenti fatti perché le attrezzature più evolute vengono utilizzate senza sfruttare le funzioni che renderebbero più efficace e produttivo il lavoro sui campi. Proprio di questo, cioè di formazione, si occupa l’Istituto agronomico mediterraneo di Bari, Ciheam (Centre International de Hautes Etudes Agronomiques Méditerranéennes), presente al convegno per dare una sintesi dei programmi realizzati in varie parti del mondo. «La nostra è un’organizzazione intergovernativa costituita da ministeri dell’Agricoltura di tredici Paesi del Mediterraneo – ha detto Mara Semeraro, consulente tecnico della struttura pugliese – con un segretariato generale a Parigi e quattro istituti agronomici che si trovano, oltre che a Bari, a Chania, Montpellier e Saragozza. La nostra principale missione è la formazione ma da diversi anni siamo impegnati anche nella cooperazione allo sviluppo e nella ricerca applicata alla cooperazione. Oltre che di agricoltura di precisione, valorizzazione di biodiversità e di blue economy, ci occupiamo anche di imprenditoria giovanile. Dal 1962 abbiamo formato oltre 13 mila quadri ministeriali provenienti da più di cento Paesi. Di questi, molti sono diventati poi figure di rilievo, talvolta anche Ministri nei rispettivi Paesi». Attualmente, nel campus di Bari sono attivi cinque corsi master della durata di due anni e due corsi di alta specializzazione, quelli sull’agricoltura biologica e sugli ecosistemi sostenibili. Gli ex studenti costituiscono un network internazionale che rimane in contatto, dopo aver concluso l’esperienza all’interno del Ciheam, per scambiare esperienze e aggiornamenti tecnici. Questa rete mondiale conta attualmente 10 mila membri provenienti da 57 Paesi. «In Egitto abbiamo realizzato, grazie anche alla collaborazione di FederUnacoma, il progetto Samsimifa – ha detto Semeraro – per il quale avevamo un budget totale di 10 milioni di euro finanziati dalla Cooperazione italiana. Otto milioni sono stati utilizzati per l’acquisto di macchinari agricoli e gli altri due per l’assistenza tecnica che abbiamo fatto proprio partendo dai bisogni del territorio. Un territorio dove i servizi per la meccanizzazione erano pochi e, quindi, distanti dalle aziende agricole. Gli stessi tecnici erano pochi e non aggiornati. Abbiamo coinvolto le 512 cooperative agricole presenti sul territorio che ne abbiamo selezionato alcune alle quali abbiamo fornito la formabodies.
