per obiettivi e tipo di sostegno, iniziative che si riflettono an-
che sul mercato dei macchinari. La Lombardia ha a disposi-
zione il Programma di Sviluppo Regionale, attivo anche in agri-
coltura, da cui è possibile impegnare risorse proprio per l'ac-
quisto di macchine e attrezzature. Le aree montane lombarde
hanno ispirato la legge regionale 31/2008 che prevede inter-
venti di sostegno al settore agricolo e agli investimenti con-
nessi. La montagna lombarda è stata interessata anche da
un'iniziativa di promozione dell'attività di ricerca e sperimen-
tazione per lo sviluppo imprenditoriale giovanile del territorio
montano, dopo un accordo sottoscritto alla fine del 2016 tra
Regione e Unimont, l'università della montagna. Un'altra mi-
sura è legata al bando "Al via", un sostegno agli investimenti
produttivi delle micro, piccole e medie imprese manifatturiere
la cui linea di sviluppo prevede spese per l’acquisto di mac-
chinari, attrezzature, impianti, ecc. Degna di nota l'azione pro-
posta dalla Camera di Commercio di Varese che ha disposto
contributi a fondo perduto a sostegno delle micro, piccole e
medie imprese agricole della provincia, per spese relative al-
l’acquisto di macchine, impianti (comprese parti di impianto)
e attrezzature nuove, impianti di riscaldamento serre e siste-
mi di risparmio energetico. Il Piemonte ha rivitalizzato una leg-
ge regionale – la "34/2008 Norme per la promozione dell'oc-
cupazione, della qualità, della sicurezza e regolarità del lavo-
ro" – per garantire un finanziamento agevolato alle imprese di
nuova costituzione e ai neo imprenditori autonomi operanti in
tutti i settori, a eccezione di quello agricolo. Investimenti nel-
l'industria delle macchine possono essere anch'essi oggetto
della misura. Il Piano Verde 2016 piemontese concede contri-
buti sugli interessi dei prestiti in agricoltura, beneficiari dell’i-
niziativa sono gli imprenditori agricoli singoli. Obiettivo dell’in-
tervento è la concessione di prestiti di conduzione, della du-
rata massima di un anno, utili a fronteggiare i costi dei mezzi
tecnici utilizzati nei cicli produttivi. La provincia di Biella pre-
senta poi il "Patto per il Biellese", un fondo provinciale di ga-
ranzia per i privati e le PMI, che permette alle imprese di fi-
nanziare innovazioni di prodotto con controgaranzia fino al 90%
della garanzia emessa dal Confidi.
L'Emilia Romagna ha usufruito nel 2016 dei fondi per gli inve-
stimenti produttivi delle imprese nell’area colpita dal sisma, di-
sposti nell'anno precedente a favore delle attività agricole, POR
FESR 2007 – 2013 (asse 2 – attività II. 2.1). Tali iniziative si

contributions. In this sense, even Axis 3 is very interesting,
because it is focused on increasing business competitiveness
by developing products and services. Micro, small and medi-
um-sized enterprises are generally the beneficiaries of the in-
centives provided by the axis. The attached table gives an
overview by region of the most significant actions to be un-
dertaken in favor of different types of businesses.
Local opportunities in northern Italy
There are also typically regional and local initiatives that, al-
though not numerous but useful and differentiated by ob-
jective and type of support, are addressed to the market of
machinery. Lombardy uses the Programme for the Regional
Development in the agricultural sector, the resources of which
may be used to purchase machines and equipment. Moun-
tain areas of Lombardy inspired regional law No. 31/2008,
that provides interventions and investments in support of the
agricultural sector. Lombardy was also involved in an initia-
tive aimed at promoting research and experimentation in sup-
port of youth entrepreneurial development in mountain ar-
eas, as a result of an agreement signed at the end of 2016
between the Region and Unimont, the university of the moun-
tain. Another measure is linked to the “Al via” invitation to bid,
a support to production investments of micro, small and medi-
um-sized manufacturing companies, whose lines of produc-
tion require expenditures for the purchase of machinery,
equipment and plants. Worth to mention is the action pro-
moted by the Chamber of Commerce of Varese which grants
non-repayable contributions to support micro, small and medi-
um-sized agricultural businesses of the province, in the pur-
chase of machines, plants (including plant components) and
new equipment, as well as of plants for greenhouse heating
and energy-saving systems. Piedmont has revitalized regional
law No. 34/2008, Rules for the promotion of employment,
quality, safety and regularity of work, that grants soft loans
to newly-born enterprises and self-employed entrepreneurs
operating in all sectors, except for agriculture. In this mea-
sure are also included investments in the industry of ma-
chinery. The 2016 Green Plan of Piedmont grants contribu-
tions on interest payment on loans in agriculture, with self-
employed entrepreneurs as beneficiaries of the initiative. The
