T
he 2016 domestic market of machinery for agricul-
ture, forestry and bioenergy chain was unsatisfactory,
and showed a positive trend only by the end of the
year, partly due to the increased number of funding applica-
tions (related to the RDP for 2014-2020) in the main regions,
to marketing policies carried out by manufacturing compa-
nies and sales networks, and finally to the boost given to the
sector by the EIMA exhibition, whose last edition was attended
by a record number of visitors and traders. The RDP provides
two types of measures that finance directly any purchase op-
eration of machinery and equipment made by farms: Mea-
sure 4, Sub-measure 4.1 “Support for investments in agri-
cultural holdings” and Sub-measure 8.6, that supports in-
vestments in technological innovation in forestry activities
and in the processing, transport and sale of forest products,
including the provision of machines and equipment. Howev-
er, the trend in registrations varies by region, with an increase
in tractor registrations in Lombardy and other northern re-
gions and a drop in the southern regions, such as Campania
and Puglia. On the other hand, the main national incentive
in force to increase the sales of machines, which is provided
by INAIL (National Institute for Insurance against Accidents
at Work) will be available only by the end of April (after the
extension of the deadline for the submission of applications).
Pending the RDP funds, agricultural and industrial enterprises
may use incentives provided by regional and local initiatives
that, although not offering higher amounts can, however, sup-
port entrepreneurs in the renewal of the mechanical means
through the acquisition of new generation technologies. There
are in fact many different regional opportunities, not always
known and therefore not always used by businesses, that de-
serve to be taken into account. Chambers of Commerce and
business organizations are the references to learn about
these additional regional aid channels for the purchase of
mechanical means.The Regional Operative Programme for
2014-2020 linked to the European Fund for Regional Devel-
opment, is the main extra-RDP tool that regions may use to
support growth and employment, in line with the Europe 2020
strategy. Some axes of the programme give the opportunity
to invest resources in machines and equipment, whether for
agriculture, forestry or energy. Axis 1, dedicated to research
and innovation, includes projects aimed at expanding the
range of products and services and their technological and
functional redefinition in an innovative way. Investments in

l mercato nazionale delle macchine agricole, forestali e per la
filiera bioenergetica appare insoddisfacente nel bilancio 2016,
mostrando un andamento migliorativo solo nella parte finale
dell’anno, dovuto in parte all'incremento delle richieste di finan-
ziamenti legati al PSR 2014-2020 in alcune importanti regioni, in
parte alle politiche di marketing messe in atto dalle case co-
struttrici e dalle reti di vendita, nonché dalla spinta di un evento
come l’EIMA che ha registrato quest’anno un record di visitatori
e di operatori economici. Il PSR ha due tipologie di Misure che fi-
nanziano in modo diretto le operazioni di acquisto di macchine e
attrezzature eseguite dalle aziende agricole: la Misura 4, Sotto-
misura 4.1 “Sostegno agli investimenti nelle aziende agricole” e
la Sottomisura 8.6 che sostiene gli investimenti per le tecnologie
silvicole e per la trasformazione, mobilitazione e commercializza-
zione dei prodotti delle foreste, tra le quali rientrano naturalmen-
te anche le macchine e le attrezzature. Tuttavia, l’andamento del-
le immatricolazioni nelle singole regioni seguita a presentarsi dif-
ferenziato, con i mercati di alcune importanti Regioni in contro-
tendenza, vedi gli incrementi di immatricolazioni di trattrici in Lom-
bardia e in altre regioni del Nord, e con i consistenti decrementi,
invece, in Regioni del Sud come la Campania e la Puglia. D'altra
parte, il principale incentivo nazionale in vigore per incrementare
le vendite di macchine, quello predisposto dall'Inail, dovrà atten-
dere fino alla fine di aprile prima che possa avviarsi (dopo la pro-
roga dei termini per la presentazione delle domande). In attesa
dei fondi PSR le imprese agricole e industriali hanno a disposi-
zione anche gli aiuti forniti da iniziative regionali e locali che, seb-
bene non offrano importi elevati, tuttavia possono aiutare gli im-
prenditori a rinnovare i mezzi meccanici acquisendo tecnologie di
nuova generazione. Ci sono infatti opportunità differenziate nelle
regioni, non sempre conosciute e quindi non sempre utilizzate dal-
le imprese, che meritano invece un approfondimento. Camere di
commercio e organizzazioni imprenditoriali sono riferimenti per co-
noscere questi ulteriori canali di aiuti regionali per l'acquisto dei
mezzi meccanici. Il Programma Operativo Regionale 2014/2020,
che utilizza il Fondo Europeo di Sviluppo Regionale, appare il prin-
cipale strumento “extra-PSR” che le Regioni hanno a disposizio-
ne per sostenere crescita e occupazione , in armonia con la Stra-
tegia Europa 2020. Alcuni degli assi del programma danno la pos-
sibilità di investire risorse in macchine e attrezzature, che siano
agricole, forestali ed energetiche. L'Asse 1, dedicato alla ricerca
e innovazione, prevede progetti diretti ad ampliare la gamma dei
prodotti e servizi o la loro significativa ridefinizione tecnologica e
funzionale in senso innovativo. Investimenti nell'agrifood, nella chi-
mica verde e nell’energia hanno a disposizioni contributi a fondo
perduto. Anche l'Asse 3 è d’interesse in questa prospettiva per-
ché focalizzato sull'aumento di competitività delle imprese, con
azioni per lo sviluppo di prodotti eservizi. Sono le micro, piccole e
medie imprese,società di capitali, che in genere sono oggetto di
aiuti nell’asse. La tabella allegata offre un panorama per Regio-
ne delle azioni più interessanti a favore delle diverse imprese.
