L’
Europa continuaamostrareun forte interesseper losvi-
luppo delle fonti rinnovabili, inclusa la bioenergia, indivi-
duandoper il 2030obiettivi ancorapiùambiziosi di quel-
li vincolanti del 2020. Nel maggio 2014 la Commissione Eu-
ropea ha pubblicato la Comunicazione “European Energy Se-
curityStrategy” chepone inevidenza, comeprimoelementodi
riflessione, la questione della dipendenza energetica dalle im-
portazioni. Queste, allo stato attuale, servono a soddisfare il
fabbisogno complessivodi energiadell’UEper oltre il 50%,do-
vendo ricorrereall’acquistodall’esterodi petrolio (90%),di gas
naturale (66%), di carbone (42%) e di combustibili per il nu-
cleare (40%). Chiaramente tutto ciò ha un costo, non solo in
termini ambientali edi sicurezzadelle forniture,maancheeco-
nomici visto che si tratta di una spesa che supera 1miliardo
di euroal giorno,di cui quasi 1/3 vaallaRussia (circa100mi-
liardi di euro all’anno).
Tuttavia, va evidenziato il primato che vanta l’Europa a livello
mondiale per la produzione di elettricità da fonti non fossili
(27% rinnovabili), arrivando a coprire con esse il 50% dei con-

urope iscontinuing toshowgreat interest in thedevelopment
of renewableenergy sources, includingbioenergy, in singling
out objectives for2030whichareevenmoreambitious than
those to becomemandatory by 2020. InMay 2014 the European
Commissionpublished the communicationEuropeanEnergy Secu-
rity Strategy which points to the dependence of energy imports as
the first issue forconsideration.Atpresent, importsaccount formore
than50% of the energy consumed; these imports come to almost
90% for crudeoil,66% fornatural gasand toa lesserextent for sol-
id fuels,42%,aswellas40% fornuclear fuel.Thisdependencyclear-
ly carries costsnot onlyas regards theenvironment and the securi-
ty of suppliesbut in termsof theeconomieswith spendingofmore
than

1billionofwhichone third fromRussia forspendingofabout
€
100billionper year. Itmust bepointedout however that Europe,
at theworld level,canclaimprimacy for theproductionof electricity
fromnon-fossil fuels,27% from renewablesources, tocover50%of
consumption.According to the direction indicated by the Commis-
sion, thissignificant resultmustbe improved toachieveevergreater
energysecurity instepwithconsolidating thedecarbonizationprogress
madeby theEUeconomy.Considering that though thedevelopment
ofenergyefficiencyand renewablesources inEurope fits intoacom-
monstrategy,thisdevelopmenthasoftenbeenbasedonspecialna-
tional policiesso theCommission’scommunication isurginggreater
interactionand theharmonizationof these initiativesamong theMem-
ber States.
In this connection, Italymust pursue the country’s commitment to
keeppacewithotherstates toavoid invalidating thegoodworkdone
todate throughspecial initiatives.Thiswill involve theneed to find fi-
nancial resources in the framework of the government’s “spending
review” cuts (see the so-called “spreading incentives”,meaning the

decarbonizzazionedell’economia, eoggi finalmente
si vedono risultati in tanti settori produttivi.
L’Italia, non senzadifficoltàecontraddizioni, ha
raggiunto unpatrimoniodi esperienzechepossono
far decollarenuove formedimercato sia inambito
nazionale siaall’estero
