mento istituzionale, infrastrutture e innovazione.
Il budget complessivo da cui è possibile attingere risorse eco-
nomicheper lediverseattività,ammontaa1,13miliardi di dol-
lari, di cui solo516milioni adoggi sonostati impegnati. Tra le
linee di azione sulle quali è possibile ipotizzare iniziative d’in-
teresse comune, vi sono quelle di competenza diretta di alcu-
ni dei funzionari e delle istituzioni che hanno fatto parte della
delegazione.
In particolare, il Programma di SviluppoRurale Inclusivo (PRO-
DERI) che coinvolge le province del NOArgentino, tra cui Cata-
marca (rappresentata dal Ministro della Produzione e Svilup-
po, e l’Assessoreall’Agricoltura) e Jujuy (rappresentata da im-
prenditori e dal presidente della Associazione Foresto Indu-
striale Provinciale), e che dispone di un plafond di circa 112
milioni di dollari.
Inoltre, la coordinatricenazionaledei programmi di rilanciodel
settore agro-forestale, FlorenciaReca, ha illustrato il Program-
ma di sostenibilità e competitività forestale, con un budget di
75milioni di dollari, il Programma di gestione sostenibile del-
le risorse naturali, con una disponibilità di 25milioni di dolla-
ri, e il Programma di conservazione della biodiversità nei pae-
saggi produttivi forestali, che dispone di 7milioni di dollari.
Infine, il settore agroalimentare, che si collega direttamente
alle tematiche del recupero e dell’utilizzazione di biomasse
residuali (settori vitivinicolo, olivicolo, noci, canna da zuc-
chero, ecc.), è stato curato dal Consulente UCAR Bernardo
Cané, in collaborazione con il referente AISIM in Argentina
Martin Lazzaro.
Molto positivo è stato il risultato degli incontri in agenda, che
lasciano intravedere concrete lineedi sviluppo, collaborazione
e partenariato tra il Governo Nazionale, le Istituzioni locali ar-
gentine, e gli interlocutori italiani che stannoaderendoalla re-
te della organizzazione AISIM, che si pone come punto nodale
della cooperazione decentralizzata tra i due Paesi, anche in
conformità con le lineedi riferimento tracciatedai rispettivimi-
nisteri degli esteri nel corso di recenti riunioni bilaterali.

The total budget fordrawingon financial resources for variousactiv-
itiescomes to$1.13billionofwhichonly$516,000hasbeencom-
mitted.Among theareasofwork forwhich itmightbepossible tocre-
ate initiativesof common interest are thosedirectlyunder theman-
agementofanumberof theofficialsand institutional representatives
whowere in thedelegation. Inparticular, there is the InclusiveRural
Development Program,PRODERI,withnational coveragebut initially
focused onArgentina’s northwestern regionwhere rural poverty is
still high. Included are the province of Catamarca, represented in
Romeby theMinister of ProductionandDevelopment and theAgri-
cultureCommissioner, and the Jujuy Province in theextremenorth-
west, representedbyentrepreneursand thepresident of theProvin-
cial Forest IndustryAssociation,with available funding set at $112
million. AlsopresentwasFlorenciaReca, thecoordinatorof theSus-
tainableForestryDevelopment Project,whooutlinedplans for reviv-
ing theagro-forestry sectorwithabudget of $75million,aprogram
for the sustainablemanagement of natural resourceswith funding
of $25millionavailable andaprogram for the conservation of bio-
diversitywithin forestryproductionenvironmentswith fundingat$7
million.Theagro-foodsector,directly linked to issues involving the re-
coveryanduseof biomass residues in viticulture,olive,walnut, sug-
ar cane cultivations and the like,was dealt withby BernardoCané,
aUCARconsultant,andMartinLazzaro,a relateur forAISIM.
The outcome of themeetings on the agendawas highly positive
for clearing the way to the very real development of lines of col-
laboration and partnership involving the central governments, lo-
cal Argentine institutions and Italian interlocutors joining thenet-
work set up byAISIM directing attention to decentralized cooper-
ationbetween the twocountries inconformitywith theguidelines
laidout by the respective foreignministries inabilateralmeeting
held recently.
