syspercontodiGreenpeace,nel2013 in Italia le ricaduteeconomiche
complessiveprodottedal settoredelle rinnovabili sarebberostatesu-
periori a6miliardi di euro,a frontedi circa63milaoccupati,conampi
margini di incremento nel 2030 (fino a100mila). In tale dinamica la
bioenergiapuò fornireun contributo fondamentale soprattutto in rela-
zione alle filiere di approvvigionamento della risorsa biomassa. Basti
pensare cheper i soli interventi dimanutenzionedi boschi ealvei flu-
viali, indispensabili per prevenire fenomeni di dissesto idrogeologico,
sarebberonecessarie,per i prossimi 10anni,piùdi 400milioni di ore
di lavoro incrementali traducibili incirca19.000posti di lavoroequiva-
lenti peranno.Apparequindi evidente lacentralitàdel settoreprimario
(agricoltura e foreste) per una corretta pianificazione dell’uso della ri-
sorsabiomassa, la fonte rinnovabilepiùstrettamente legataal territo-
rio. Per queste ragioni ilMinisterodellePoliticheAgricole,Alimentari e
Forestali haelaborato–anchegrazieal contributodi Itabia– il Pianodi
Settoreper leBioenergie, approvatodi recente (5agosto2014) dalla
ConferenzaStatoRegioni.
A valle dell’accordo sancito, il SottosegretarioGiuseppe Castiglione
con delega per le agroenergie ha dichiarato: «Questo Piano rappre-
senta la volontà di guardare al futuro delle fonti rinnovabili e al ruolo
che l’agricoltura deve giocare in tale settore innovativo» sarà quindi
«unostrumentoper leRegioni chedevonoavvalersi di queste indica-
zioni per losviluppodelleagroenergienei territori di lorocompetenza».
Per la realizzazionedel Piano, che individuaunaprioritàorizzontalee
dieci azioni verticali,si daunanotevole importanzaadapposite cam-
pagne di comunicazione e formazione al fine di rendere attuabile la
politica di sostenibilità sociale delle bioenergie. Sul fronte della co-
municazione FederUnacoma si impegna da anni per facilitare – nel-
l’ambitodi EIMAEnergy – il trasferimentodelle conoscenzeacquisite
facendo riferimento sia ad attività di ricerca, sia ad esperienze con-
cretedi filiereagroenergeticheben riuscite. Il calendariodi quest’an-
no prevede il workshop internazionale “Biomasse e territorio: espe-
rienzemade in Italy per i nuovimercati internazionali”, un ciclodi se-
minari tematici sulle filieredellabioenergiaedellabioeconomia,una
mostradinamicadimacchineoperatrici animatadai ricercatori delCnr

crease in 2030 up to 100,000.With these dynamics, bioenergy
couldprovidea fundamental contributionespecially inconnection
with the production chain for supplying biomass resources. It is
sufficient to consider that for themaintenanceof woods andwa-
ter coursebeds,essential for copingwithhydrogeographicdeteri-
oration phenomena,more than 400millionwork hours over the
coming ten years, accounting for some 19,000 equivalent jobs
per year, would be needed. It thus appears evident that the pri-
marysector,agricultureand forestry,arepivotal for correctlyplan-
ning the use of biomass, the renewable resourcesmost closely
linked to the land.For these reasons, theMinistryMinistry forAgri-
culture, FoodandForestryPolicies,withacontribution from Itabia,
launchedaSector Plan forBioenergyapprovedAugust 5thby the
StateRegions Conference.
Aheadof theaccordendorsed,UndersecretaryGiuseppeCastiglione,
with an agro-energymandate, declared,“This plan is the represen-
tation of thewill to look to the future of renewable resources and
the roleagriculturemust play in that innovationsector. (Itwill there-
fore be) an instrument for the regions to put these recommenda-
tion to use for the development of agro-energy in the territories of
theircompetence.”Forenacting theplan,whichnamesahorizontal
priority and ten vertical activities, great importance is given to spe-
cial communicationsand trainingcampaigns for thepurposeofpur-
suinga sustainable social policy for bioenergy.On thecommunica-
tions front, FederUnacoma, in connectionwith EIMA Energy, has
been committed for years to facilitating the transfer of knowledge
acquiredwith reference to researchactivitiesaswell as thevery re-
al experience gainedby successful agro-energy production chains.
Theschedule for thisyear includesan internationalworkshopofBio-
mass and the Land:Made in Italy Experience inNew International
Markets,acycleof themeseminarson thebioenergyandbioecon-
omyproductionchains,anddynamicdemonstrationsofmachinery
andequipment animatedbyCnr Ivalsa (National ResearchCouncil
