a notte tra il 23 e il 24 ottobre, dopo una lunga discussio-
ne, il Consiglio Europeo ha stabilito i nuovi obiettivi UE da
raggiungere entro il 2030 in tema di clima ed energia. Le
conclusioni raggiunte confermano i “target” – indicati a luglio dal-
laCommissione–per la riduzionedelleemissioni di gasserra (40%
rispettoai livelli del 1990),eper l’incrementodelle rinnovabili, che
dovrannoarrivareal 27%dei consumi finali di energia. Invece, per
quanto riguarda l’efficienzaenergetica, l’obiettivo fissatoèdel 27%
ovvero 3 punti percentuali in meno rispetto alla proposta (30%)
della Commissione. È proprio EIMA International la sede per un
aggiornamento su questi temi, nell’ambito del Salone di EIMA
Energy,organizzatoda FederUnacoma in collaborazione con Itabia.

t the end of a long discussion over the night of October
23rdand24th theEuropeanCouncil establishednewEu-
ropean Union objectives on climate change and energy
toachieveby2030.The conclusions reached confirm the target
namedby theCommission in July for the reductionof greenhouse
gas emissions by 40% below the 1990 level and for increasing
renewable energy sources which should reach 27% of final en-
ergy consumption, that is, by 3 percentage points less that the
Commission’sproposal of 30%.EIMA International is theprecise
venue for updating these issues in the setting of the EIMA En-
ergy Salon organized by FederUnacoma in collaboration with
ITABIA, the Italian Biomass Association. At present, among the
three energy policy objectives, the only one binding at the na-
tional level is that on climate-alteringgasemissionswhereas for
renewablesandefficiency, the target establishedappliesonly at
theEU level,a considerationwhich substantially limits itseffect.
There is therefore the design to relaunch a further commitment
toEU energy policy compared to the2020 reference trajectories
even though theexpectationsofmanyenvironmental associations
and the renewableenergysources (RES) sectorwouldhaveaimed
for anevengreater overall effort. In fact recent studies show that
to counter global warming in amore adequatewaymore drastic
measuresareneeded, that theRESgrowth trendwould reach the
27% target set on thedriveof a consolidatedmarket and that lit-
tlewouldbe required toachieve resultswhicharedecisivelymore
interesting.However, thecurrent EuropeanCouncil recommenda-
