zi. Il settore manifatturiero italiano è stato, e continua ed essere,
un elemento di forza del sistema produttivo del nostro Paese, po-
nendoci per qualità e fatturato tra i primi 5 paesi al mondo e se-
condi, dopo la Germania, in Europa. Per mantenere questa posi-
zione di prestigio, occorrerà da subito operare degli sforzi notevoli
per adeguare l’industria italiana verso una serie di ammoderna-
menti che non possono prescindere dall’attenzione alle questio-
ni ambientali, energetiche e sociali. Questo approccio, capace di
generare ricadute positive sul territorio nazionale, permetterà di
accedere ai mercati esteri puntando all’internazionalizzazione del
made in Italy attraverso il binomio sostenibilità ed eccellenza. La
biomassa diviene quindi centrale, non solo per la bioenergia, ma
anche per l’industria dei materiali ecocompatibili, la chimica ver-
de, ecc. Considerando la disponibilità di risorse, il grado di ma-
turità tecnologica e gli orientamenti di tante imprese nazionali, ad
oggi gli ostacoli principali che si registrano sono nella carenza di
una politica energetica ed industriale di ampio respiro e nella scar-
sa propensione verso azioni incisive di informazione e formazio-
ne. In mancanza di chiari indirizzi di sviluppo, proliferano le con-
testazioni a tante iniziative che, seppur valide, suscitano i timori
della popolazione e frenano i soggetti preposti all’assegnazione
di autorizzazioni e finanziamenti alle imprese. Per un approccio
corretto alle questioni trattate le soluzioni possibili andrebbero
cercate in una maggiore stabilità del quadro politico/normativo di
riferimento e nel coinvolgimento della popolazione. Su questo fron-
te ITABIA ha dedicato molto del suo lavoro per: la realizzazione di
numerose attività informative e formative a sostegno del settore
delle biomasse, anche collegati a specifici progetti di più ampia

a driving force in the nation’s production system and ranks among
the top five countries in quality and sales and behind only Ger-
many in Europe. For maintaining this prestigious position, con-
siderable effort must be brought to bear quickly for updating Ital-
ian industry through a series of modernizations which cannot
leave out environmental, energy and social questions. This ap-
proach, capable of generating positive fallout for the nation’s ter-
ritory, will make it possible to access foreign markets, to aim at
the internationalization of Made in Italy through the duality of sus-
tainability and excellence.Thus biomass becomes pivotal not on-
ly on the bioenergy front but also for the industry of eco-compat-
ible materials, green chemistry and the like.
In light of the availability of these resources, the degree of tech-
nological maturity reached and the orientation of many national
enterprises, the major obstacles seen today lie in the lack of a
far-reaching energy and industrial policy and scant willingness to
pursue effective information and training activities.The shortage
of clear indications on development has led to the proliferation
of challenges against many initiatives which, though they are valid,
arouse fears in the population and and block those who are pre-
pared to assign authorization and financing for enterprises.
The solution for a correct approach to these questions taken up
should be sought in greater stability in the political/regulatory
framework of reference and involving the people. ITABIA, the Ital-
ian BiomassAssociation, has directed most of its work to this front
for: setting up numerous information and training activities in sup-
port of the biomass sector as well as broader collegial and spe-
