4 PRIMO PIANO a cura della Redazione Nel mese di agosto, nel giro di poche ore, sono stati firmati due importanti decreti dal Ministero dell’Agricoltura, della Sovranità Alimentare e delle Foreste (MASAF) per supportare il processo di ammodernamento del settore primario italiano verso un’agricoltura 4.0. L’intento è quello di favorire la sostenibilità dei cicli produttivi e l’incremento delle produzioni attraverso l’impiego di tecnologie innovative, al passo con i tempi. Si tratta di due distinti provvedimenti, che tuttavia si somigliano molto, sia per quanto riguarda le finalità, sia per la sfera delle spese ammissibili dove il comparto della meccanizzazione gioca un ruolo di grande rilievo. In ordine cronologico, il decreto dell’8 agosto 2023 stanzia 400 milioni di Euro da erogare attraverso bandi in capo alle amministrazioni regionali, che attingeranno dal PNRR per la sottomisura “ammodernamento delle macchine agricole” (Missione 2, componente 1, Investimento 2.3 - Innovazione e meccanizzazione nel settore agricolo e alimentare). Di certo le PMI agricole – che a norma dell’art. 1 del decreto legislativo 228 del 18 maggio 2001 includono anche quelle operanti nel comparto forestale – potranno accedere al contributo acquistando macchinari nuovi (macchine, attrezzature e strumenti) con specifiche caratteristiche. In particolare si fa esplicito riferimento a forme evolute di sistemi digitali associati alle macchine come l’ISOBUS, l’interconnessione per trasmettere dati in uscita, il monitoraggio da remoto, la guida automatica o semi automatica, ecc. Inoltre, si contempla l’acquisto di trattrici e macchine agricole o zootecniche a emissioni zero. I due provvedimenti sono di grande importanza per sostenere il processo di innovazione dell’agricoltura e di aggiornamento del parco agromeccanico – commenta la Federazione dei costruttori di macchine agricole FederUnacoma – ma rappresentano per alcuni aspetti un’attività “in progress”. Al di là del passaggio formale costituito dalla pubblicazione in Gazzetta Ufficiale, i provvedimenti debbono essere precisati nelle modalità applicative. Il PNRR in particolare si prospetta ancora in itinere, considerando il passaggio alle Regioni e i tempi di assegnazione definitivi dei fondi richiesti e di quelli eventualmente da riassegnare. Losavio Il mercato europeo delle macchine agricole archivia i primi sei mesi dell’anno con una lieve flessione delle immatricolazioni, ma senza discostarsi sostanzialmente dai volumi del primo semestre del 2022. I dati elaborati dal Comitato europeo dei costruttori CEMA sulla base delle rilevazioni fornite dalle associazioni nazionali indicano, infatti, che le immatricolazioni complessive di trattrici hanno toccato le 81.155 unità, con una contrazione dell’1,5% rispetto alle 82.358 del 2022. Anche in questa prima parte del 2023 il settore agromeccanico continentale si caratterizza dunque per una particolare vivacità, mantenendosi su livelli superiori a quelli pre-pandemia. Secondo gli analisti, il dinamismo registrato in questi ultimi mesi è dovuto alla progressiva normalizzazione delle catene di fornitura, che sta permettendo alle case costruttrici di smaltire gli ordini rimasti inevasi nel 2021 e nel 2022. Percentuali positive anche per il quarto mercato europeo, quello della Gran Bretagna, che da inizio anno segna 7.500 macchine immatricolate (+4,9%), restando comunque dietro l’Italia che raggiunge un totale di 10.120 unità immatricolate. Nella prima parte dell’anno il mercato europeo delle trattrici, sia pure con le significative differenze tra Paesi di cui si è detto, ha confermato il trend espansivo visto a partire dagli ultimi mesi del 2020. Peraltro, la leggera flessione del 2022, considerata come una “pausa” fisiologica dopo il boom del 2021, non ha modificato nella sostanza i volumi di vendita complessivi, in molti casi superiori a quelli pre-Covid. La crescente diffusione delle tecniche dell’agricoltura 4.0 e gli investimenti in tecnologie di ultima generazione, sostenuti anche da programmi di incentivazione pubblica, hanno infatti contribuito a trainare la domanda pur in presenza di un contesto economico e geopolitico che, come noto, è diventato problematico a seguito del conflitto militare in Ucraina. Dal febbraio 2021 ad oggi il mercato agromeccanico ha dunque mostrato una discreta tenuta e tuttavia - sosten-
10 PRIMO PIANO gono gli analisti - lo scenario potrebbe cambiare nel corso dell’anno. Nel breve e medio termine l’andamento del settore potrebbe essere infatti condizionato sia dalle pressioni inflazionistiche su materie prime, trasporti e servizi, sia dalla contrazione dei redditi agricoli. Fino alla prima metà del 2022 l’incremento di prezzo di molte derrate agricole, dovuto proprio alla crisi militare in Ucraina, aveva permesso agli operatori di compensare in una certa misura l’aumento dei costi relativi agli input agricoli. Con il superamento della fase emergenziale e con la progressiva “normalizzazione” del settore primario, si è vista invece una flessione dei prezzi delle derrate alimentari ma non di quelli dei fattori produttivi, e questo ha causato una riduzione del potere d’acquisto e della capacità di spesa degli agricoltori. Peraltro, sulla propensione ad investire in tecnologie per l’agricoltura pesano anche il progressivo esaurimento dei programmi pubblici di incentivazione all’acquisto e il rialzo dei tassi di interesse, che rende più oneroso e problematico l’accesso al credito. Insomma, il mercato europeo potrebbe presto trovarsi a scontare quella evidente inversione di tendenza che si è già iniziata a intravedere nei mesi di luglio e agosto e che ha portato il parziale del 2023 a -3%. La rilevazione di settembre del Barometro – pubblicazione mensile del CEMA che rileva il sentiment dell’industria di settore – sembra confermare questo cambiamento di scenario. La maggioranza dei costruttori censiti dal Comitato – pari al 58% del campione (lo scorso luglio scorso questa percentuale si attestava al 34%) – ritiene infatti che nei prossimi sei mesi il proprio giro d’affari potrebbe subire una contrazione. Si tratta di una previsione che, come tutte le ipotesi predittive, potrà essere corretta in corso d’opera. Molto dipenderà dalle misure che i governi potrebbero mettere in campo per sostenere un settore industriale più che mai strategico nell’attuale fase di transizione dell’agricoltura verso la digitalizzazione e l’alta automazione. In short, the European market could soon find itself experiencing the clear trend reversal that began to be glimpsed in July and August, bringing the 2023 partial to -3%. The September survey of the Barometer - CEMA's monthly publication that tracks industry sentiment - seems to confirm this change of scenario. The majority of manufacturers - 58% of the sample (the percentage was much lower last July standing at 34%) - believe that their turnover could contract over the next six months.
